Fix Marketing handbook URLs for OKRs, FY25 strategy; fix team names

While working on a team member onboarding template update in https://gitlab.com/gitlab-com/people-group/people-operations/employment-templates/-/merge_requests/2695 I recognized that the FY25 strategy URL was not working, and marketing OKRs are not linked (and hard to find with multiple handbook pages,URLs and required issue filters). The team names for Developer Relations and Marketing Operations and Analytics were wrong in the handbook TOC overview, too.

This MR

  • Fixes the URL and name problems
  • Adds a pre-filled OKR search for marketing OKRs which will work over all quarters instead of linking to FY25-Q2 etc.
  • Fixes the CSS class for the Developer Relations URL on the marketing handbook landing page (probably broken during handbook migration)
