Added scripts for creating issues from a yaml file

Why is this change being made?

Added a python script for creating issues from yaml file using the glab cli client. Also added was a yaml file describing our cutover plan for handbook content from www-gitlab-com. This will allow us to create the same set of issues for each part of the handbook we move over.
