Refresh Working With Sales page, add info on emailing SMB

Why is this change being made?

• adding info on emailing the SMB team directly
  • info source: https://gitlab.com/gitlab-org/customers-gitlab-com/-/issues/8964#note_1912963954
• ended up also revising the placement of info on the page -- I felt that the workflow was a bit confusing in jumping around a lot between contacting sales and escalating in the same sections
