Add Security considerations for Vendor Selection in TPRM HB.md
Why is this change being made?
TPRM is often asked if we have any recommendations or questions when our stakeholders are considering security posture when selecting a vendor at GitLab. This guidance will be used to reference some high level questions that can be asked prior to making a final selection.
Additionally, TPRM has not defined any preferred methods for sharing data with professional service vendors and this guidance outlines what security recommends and our preferred method, Google Drive.
