Add a target date to Epic WIT WG

Why is this change being made?

As pointed out by @deepika.guliani in skip-level, the Epics to Work Item WG page has no target date or exit criteria.

I've also made some changes based on decisions that have been made over the course of the conversion, bringing the page up to date.
