Add sub sections to blocked accounts support workflow

Why is this change being made?

Having discussed this in slack, it was clear that the language and structure of this page could be improved. This MR implements subsections of the Blocked Accounts section to easily distinguish between the different use-cases, and also highlights whether the changes apply to free, paid or both free + paid user accounts.
