Fix broken navigation hyperlinks in TeamOps handbook

This MR suggests changes to the hyperlink syntax in the navigation blocks on the Shared Reality page of the TeamOps handbook. Originally written in Markdown, the hyperlinks rendering incorrectly and are unusable for navigation. The propose change suggests re-writing the hyperlinks in HTML, as all other pages' navigation blocks are written.
