Dedicated team member update and Dedicated CODEOWNERS

Why is this change being made?

Pending this MR.

  1. Updating our Handbook page to add myself and my reports on the main Dedicated Page using the team-by-manager-slug. To be honest it's not clear to me how that slug is generated.
  2. Adding myself as a Codeowner for the dedicated team page.
  3. I fully understand if either or both of these changes are premature. Wanted to get in the habit of opening Handbook MRs regularly.
