Refresh Tableau roadmap in handbook

Why is this change being made?

The handbook currently has a Tableau roadmap for FY24 which is primarily focused on completing the migration. Since we are now in FY25, this MR is a refresh with new milestones & goals. The contents of the roadmap are subject to change as we hire a BI Admin onto the team and based on feedback received in this MR.

At this stage, the activities in Q2 are primarily related to assessment and documentation of policies that will help us reach the future state of Tableau. Those policies will be implemented in Q3 & beyond (knowing that our bandwidth to execute on significant initiatives is limited until the BI Admin role is filled/fully onboarded).
