Clean up top-level folder and nav
The sidebar is quite "messy" because there are a bunch of pages at the top-level which should be in folders.
Cleaning these up.

Rename handbook/content/handbook/it/runbooks/okta/admin/onboarding/index.html.md to _index.md so that it displays correctly. Also add _index.md to /content/handbook/it folder to remove it from the top-level of the sidebar. Maintainers: @NabithaRao
