Add Guide for Enabling Teams in E2E Test Development
Why is this change being made?
Relates to gitlab-org/quality/quality-engineering/team-tasks#2674 (closed)
With the new Test Platform team transformation, we want to begin gradually transitioning product teams to own E2E test development, with the Test Engineering team acting more as coaches and helping to provide the platform that enables effective testing among the team.
This handbook addition provides a general template that teams can use to get started on this transition process. The intent is to keep this template as a high level overview so that we can continue to iterate and allow flexibility so that teams can tailor this to their own needs as they see fit.
