Add `EOD / end of day` to top misused terms handbook

I'm seeing an increased number of mixed date and time formats, and unclear request due dates in Slack, issues, documents.

please review this MR by 2/9 EOD

uses the wrong date and time format, following the communication guidelines. Shared a reminder with team members in #whats-happening-at-gitlab Slack on 2023-02-22 (internal).

EOD is also used more frequently, and does not define an exact due date.

This MR adds EOD to the top misused terms handbook.

Note: New MR based on the old www-gitlab-com MR in gitlab-com/www-gitlab-com!120255 (closed) after the handbook migration.
