Why is this change being made?

This updates the current availability state of the values emoji in the gitlab-com and gitlab-org groups because the iteration has been completed in 2021 (gitlab-org/gitlab#231317 (comment 516016381)) and custom emojis have been available to all groups since 16.5 (gitlab-org/gitlab!128355 (merged)).
