Add a section for patch releases

Why is this change being made?

Updates the releases engineering handbook with a dedicated section for patch releases:

  • The new section lives under engineering/releases/patch-releases/
  • The content was taken from engineering/releases/security-releases/ and readjusted to use the new terminology
  • Old security-releases content was removed
  • New diagrams displaying the patch release end-to-end process were added
  • Links were updated.
