Added instructions for closing infrastructure epics

Why is this change being made?

DRIs within Infrastructure are often unsure whether they are responsible for closing epics and what the final status update should include. This MR adds instructions, for closing epics, to the Project Management page which DRIs can follow. This will ensure a consistent process across the group.
