Explain CI Catalog Badge requests

Why is this change being made?

We've added a internal request template to properly track when I action on a CI Partner badge request. (Context here and here, process is cleared with my manager.) These are expected to be very infrequent and not so urgent that they can't wait e.g. for me to return from PTO, but I still want to properly document things – ultimately it only requires Admin access to fulfill.

This is currently still hypothetical as the API doesn't yet exist – I'll update the section with more specific steps once that is resolved.
