Update Reimbursement method for GitLab Canada Corp

Please add the details saying why, not just what in this section. The payroll provider for Canada has updated their process to enable GitLab to directly reimburse the Team members in Canada Corp for expenses processed in Navan. Previously reimbursement was only possible via Payroll. This will in effect mean team members will be paid sooner for any approved expenses incurred. Please refer to this Issue <code data-sourcepos="5:480-5:483">#211<span class="gfm-color_chip"><span style="background-color: #211;"></span></span></code>. This MR updates the handbook expenses page to show the change in reimbursement method for legal entity Canada Corp.
