Adding project workflow information for Scalability
As we make progress on building out our roadmaps, we should have agreement on how we capture this information, where it is stored, and how epics move from the roadmaps into our top-level epic.
This merge request does not cover how projects get added to roadmaps or how project change state. This will be addressed in the next MR on this topic.
