Update Foundations team mission and vision

Why is this change being made?

This updates the infrastructure Foundations team Mission and Vision. The team is part of SaaS Platforms and as GitLab grows and its architecture shifts towards the vision of Cells, we are taking a step back to consider what our North Star is as a team. This update shifts the team from owning GitLab.com's infrastructure to striving to own Gitlab's infrastructure in a more general sense, taking a platform approach to provide other teams with ways to provision and own their own infrastructure using our platform, processes, and conventions. It also recognizes toil as an important North Star to work towards for the team as GitLab scales and the work we consider toil will continue to grow.
