Updates Milestone Planning issue creation time for ProdSecEng

This MR updates the Milestone Planning issue creation time for ProdSecEng.

Instead of creating the Planning issue on the first of the month, we are going to try creating it immediately after the current planning session ends. This will allow us to add issues to the Parking Lot as the current Milestone progresses.

Also deletes the References section
