Add Product Category definition to GitLab tiers SSOT Handbook Page

Why is this change being made?

We are preparing to launch Product Category automation in Salesforce (Issue). This automation identifies the primary product sold on an opportunity - information used downstream for commissions capitalization. The Product Category Internal Handbook page defines how this field is used. The purpose of this Merge Request is to link the Internal Handbook page to the GitLab tiers Handbook Page to maintain that page as the SSOT for GitLab tiers.
