Add configure Dedicated workflows
Why is this change being made?

Some of the tasks we need for GitLab Dedicated requests are new to Support and we've never done them before. To make sure we have a workflow, something beyond the docs and has more information for the SE working the ticket, I've added these workflows. I've made mistakes on a ticket and capturing those mistakes so others don't make them is important moving forward.
These workflows may become deprecated after Switchboard has gone GA but we will have these workflows around for at least a few months.
