Update file working-on-tickets handbook page to make it more succinct

Why is this change being made?

This MR is a follow on to the issue: Refine the existing workflows with the aim of making it easier to process tickets to ensure SLAs are met as I have been tasked of making the guidelines more succinct and easier to follow.
