Updating Release Post Approval Process

Why is this change being made?

Per slack message posted below, we are changing the release post process to no longer require approval from Sid/David and instead require approval from a PLT member. The designated PLT member will rotate monthly.

This change updates the release post instructions handbook page to indicate the new PLT approval process and corrects broken links. Previously the links to the "Release Post MR Template" were broken and now link to the correct template file.
