Foundations uses the weights feature instead of labels

Why is this change being made?

Foundations used t-shirt size labels for noting weights on issues when part of the reliability group. This updates so that we instead dogfood the weights feature in issues which also allows us to benefit from burndown charts, sorting by weight, having weight visible in certain issue and board views, and other useful metrics features already built into GitLab around weights.

It's nice if people add weights, but there is no expectation to go through the backlog of issues and change the existing labels over to weights, this process can just take effect on new issues. Feel free to change any if you pick up older issues.
