Build handbook page off of nav output

Why is this change being made?

Product, UX, and tech writing need a way to audit the entire GitLab navigation, yet may not be comfortable directly reviewing product code which implements the navigation. With gitlab-org/gitlab!148204 (merged), we can now generate a YAML file with a complete navigation inventory. This MR uses adds this YAML file to the handbook as data to render a human-readable navigation inventory.
