Add documentation about Ref Arch Performance Testing

Why is this change being made?

We have had a number of questions (some customer facing) lately about how we do performance testing for Dedicated/Cells/FedRAMP. This page adds some explanation to guide these questions. It will provide an answer to the question of why we should trust our performance testing (and link to the other documentation that already exists to provide the how).
