Draft: Add guidance on using an older version of Tableau to handbook

Context

The version of Mac that GitLab users must run is not supported by Tableau. This means that if you install the latest version of Tableau, then it will crash (frequently) on you when you are trying to develop in Desktop.

Solution

The proposed solution (installing an older version) is the solution that the data team has come up with to best navigate the challenges presented by Tableau. Developing on this older version reduces the number of unexpected crashes to (almost) zero. There are also two other helpful little steps included in this addition that can similarly speed up development time for GitLab users.
