Add guidance around monitoring MR review workload

Why is this change being made?

We recently updated the MR review process so that designers review MRs in the product area they support. With that change, we want to ensure that MR reviews are still evenly distributed across the Product Designers in the UX Department in support of our Product Design MR review volume KPI. See more context here.

This MR updates the handbook to provide support for designers who are overloaded with MRs. It also adds links to monitor MR review workload and a process for UX leadership to track incidents of designers being overloaded with MR reviews.

    • Company: If the update affects all (or the majority of) GitLab team members, post an update in #whats-happening-at-gitlab linking to this MR
