Group Engineering Manager responsibilities into sections

Why is this change being made?

What:

1. This MR groups the existing Engineering Manager (EM) expectations into 4 sections: People, Process, Projects, Technical leadership.
2. This MR does not change the actual content, only the way it is presented.

Why:

1. Expectations are easier to parse when framed this way
2. Provides additional clarity to aspiring EMs on the scope of the role
3. Facilitates self- and manager assessments for EMs
4. Surfaces that People is the primary focus of an EM at GitLab, as illustrated by that section containing almost 50% of the expectations
