Add flow chart for automated quarantine of e2e tests and promotion to blocking

Why is this change being made?

  • We need a flow diagram to visualize the process or automatically creating an MR for quarantining a test and promotion to blocking bucket.
  • Update docs for when a quarantine MR is created, SET is mentioned on the failure issue.
  • Minor addition to criteria for promotion to blocking.
