Why is this change being made?

This MR updates CODEOWNERS for Secret Detection and Secure following Wayne's departure and the introduction of the new Secret Detection group. (See Create 'Secure:Secret Detection' group (gitlab-com/www-gitlab-com!133169 - merged).) I noticed this was stale because I clicked through from the job posting for our group (https://boards.greenhouse.io/gitlab/jobs/7254411002).
