Remove the 'add event' step from the speaking handbook

Why is this change being made?

CHANGEME - add the details saying why, not just what.

The speaker process requires to add speaking engagements to the /events page. The events.yml was removed during the migration to the Contentful CMS.

To keep the speaker process requirements efficient, this MR removes the step. We can revisit this decision later if it is needed for Contentful content.
