Draft: Temp License Instruction Update

Why is this change being made?

The Temp Extension process, which was previously processed through an internal request for Support, is being automated to be performed by Sales through SFDC (read more here). The specific handbook FAQ response for this MR provides the old instructions using the internal request for Support.

The MR is to update the handbook section with the new correct instructions so Sales are following the right processes.
