Add reconciliation process to nav proposal

Why is this change being made?

GitLab Team Members have shared feedback that when a navigation proposal is rejected, there is no path for appealing the decision. This leads them to feel like the Foundations team is able to say "no" to their entire feature, which reduces willingness to collaborate in the future.

This is not the experience I want for our teams. This MR adds an explicit reconciliation section to the navigation proposal process so that team members feel there's a path forward even if they disagree with the initial decision.

This addresses part of gitlab-org/manage/foundations/team-tasks#346
