Add quick starts to SR TeamOps tenets

Why is this change being made?

Adding quick start tenets for the following reasons:

  1. Make content more actionable. See FY24-Q2 OKR: https://gitlab.com/gitlab-com/gitlab-OKRs/-/work_items/1911?iid_path=true
  2. Prepare space/context for paid practitioner course marketing CTA
  3. Align internal ways of working
  4. Create space for internal ways of working contributions for future team member MRs
