Why is this change being made?

As Production Engineering and GitLab Saas Platforms evolve, we continue to iterate on our key areas of ownership and focus. Networking and Rate Limiting are key areas of focus for Foundations and will require a high sense of ownership as we shift to a more platform approach, providing services to Dedicated, as well as the shift towards Cells.

This MR updates the Foundations handbook page to highlight these services. It also removes the previous fiscal year's road map as that continues to evolve as well and some items on that list are no longer prioritized.
