Documentation improvements under /engineering/development/fulfillment

Hi everyone!

When I read through the documentation of the fulfillment team, I detected some old links for the details pages of the sub-teams. With the suggested changes in this merge request, the user experience of the handbook could be increased because there would no longer be unintended 404s and wrong-linked anchors, and I even added more links to further sources of information. Currently, there are two sources for information: handbook.gitlab.com and about.gitlab.com. Maybe we could combine them in the future! For now, this is how I would suggest to reformat the page with this merge request:

Summary:

  • Fulfillment department documentation improvements under /engineering/development/fulfillment
    • Removed links for the purchase team, because they resulted in 404s
    • Fixed link for provision team
    • Fixed link for fulfillment team
    • Added subscription management team
