Add reference to Capacity Planning rota

As far as I can see, we don't actually reference the PagerDuty rota at the moment. If we do, it's hard to find, and makes sense to exist here anyway.

I will also use this MR to announce that we are adding all teamScalability-Observability team members to the rota.
