Update Slack references in handbook to reflect Developer Advocate job family change

Slack channel and group changes were made to reflect the update to the team's job families. This MR updates the handbook accordingly.

Note: This MR is dependent on the Slack channels being updated: https://gitlab.com/gitlab-com/team-member-epics/access-requests/-/issues/27159

CHANGEME - add the details saying why, not just what.

  • rename Slack group to @dev-advocates
  • rename Slack channels to #dev-advocacy-team and #developer-advocacy-updates
