Why is this change being made?

  • docs: update us public sector services team page. Updating time for DRI's to submit weekly status updates to 17:00 PST on Thursdays.

Note: During our team sync on 2024-01-12, we discussed there being duplicate descriptions for general project management and status updates within the GitLab Group page (ref: https://handbook.gitlab.com/handbook/engineering/infrastructure/team/gitlab-dedicated/#status-update-process). After I reviewed the page a little closer, there are some nuanced differences that link to specific epics, team labels, etc. that would get lost if we totally removed them from the team page, so leaving the overall content the same and simply updated the time for weekly epic status updates.
