CHANGEME - add the details saying why, not just what.

The groupcode creation group is working on many different large projects. This page starts to document these along with tech leads within the team who are leading these projects.

There is also https://handbook.gitlab.com/handbook/engineering/development/dev/create/tech-lead/ that lists all the tech leads. I've decided to start with having a page just within Code Creation for discussion and we can move content as needed.
