Moving Community Programs workflows to L&R subdir

Why is this change being made?

💡 Provide a detailed answer to the question on why this change is being proposed, in accordance with our value of Transparency.

  • I accidentally created this workflow page in the main workflows directory rather than the L&R subdirectory
  • These workflows are not really relevant to the main body of support engineers, as community programs do not include support (outside of L&R issues)
  • When trying to find guidance on L&R tickets related to community programs, it's easy to miss this doc as it isn't co-located with the rest of the L&R workflows
