Adjust statement that GitLab doesn't apply wage compression, because we absolutely do.

Why is this change being made?

The handbook states:

Prevents wage compression which is when new employees negotiate and get higher wages than those being paid to current team members.

Wage compression actually happens when the start of the compensation band is increased, e.g. to reflect changed salaries in the market, but the salary of existing employees is not increased accordingly. This happens at GitLab all the time. See issue https://gitlab.com/gitlab-com/people-group/total-rewards/-/issues/1890#note_1761170259

We need to be honest in the handbook, that wage compression is actually happening.
