Why is this change being made?

The MR Remove "spending money like it's your own" because it's no longer the case proposes a change and discussion.

With the migration to the new handbook underway, the proposed MR misses an update to our values handbook. This MR removes the efficiency sub-value "spending company money like it's your own" to complete the MR changes in the handbook.

Note that this MR should only be reviewed and merged when gitlab-com/www-gitlab-com!127608 (closed) gets merged.
