Update link to active listening references in Communcation doc

Why is this change being made?

💡 I'm working through new hire onboarding now. I noticed that the link to active and effective listening in guideline 10 was broken.

This MR updates the link in guideline 10 in communication/_index.md to the most likely new target. The change removing the previous target was made a couple of weeks ago while cleaning up/ consolidating other parts of the leadership/ pages.
