Add E2E Quarantined Test Report Info

Why is this change being made?

This MR adds a brief description about the E2E quarantined test reports available in the #quality-reports Slack channel to the Debugging Failing Tests and Test Pipelines page.

This change was sparked by conversations in https://gitlab.com/gitlab-com/feature-change-locks/-/issues/56 and gitlab-org/fulfillment/meta#1583 (comment 1719946427), where it wasn't clear to engineers where one can find information around which E2E tests are currently quarantined. This change aims to add visibility for future reference.

Note: I did not include information about the quarantined test report dashboard at this time, as that is currently down at the moment (see https://gitlab.com/gitlab-data/tableau/-/issues/281, as the dashboard is in the process of migration)
