Draft: Add Ginkgo handover process to Ginkgo SGG page

Why is this change being made?

The Ginkgo SGG uses a different handover process, but this was not documented since it's currently in a trial phase. However, this is confusing for others who may not be familiar with the trial, or may need to complete a ticket handover from outside Ginkgo. This MR serves as the MVC for documenting the process. This ✅ resolves gitlab-com/support/support-team-meta#5705 (closed). See also: https://gitlab.com/gitlab-com/support/sgg-ginkgo/trials/-/issues/1
