Update date for LOA to reflect 2024

Why is this change being made?

Talent Assessment timeline was incorrect with 2023 date listed. New wording:

*Team members who are on Leave of Absence (LOA) on 2024-02-01 are excluded from the auto advancement of their talent assessment until they return to work.
