Update usage tracking to include subjective opinions in Gainsight Whitespace

Why is this change being made?

Closes #145.

💡 Provide a detailed answer to the question on why this change is being proposed, in accordance with our value of Transparency.

We are changing the rules on how we track use case adoption. In particular, for customers who are not reporting usage data, we need a way to log a subjective opinion to whether or not a customer has "strongly adopted" a particular part of the product. Furthermore, customers who manage a Platform-as-a-Service or Integrated Development Platform (IDP) to internal or external customers may consider GitLab "strongly adopted" if it would be hard to remove, despite what the reporting data says. We would like to log that opinion to give us a deeper understanding of customer use case adoption.
